Best way to find journal scraps?

Everywhere I read it says the best way is by blowing up rocks in the volcano and killing enemies, but i've been doing just that for 3 in-game days and haven't found a single scrap past what I already have. Is there a better way or am I just supremely unlucky?

You can also get them by fishing and breaking the mussel nodes, in addition to digging artifact spots.
