And patience.
First you have to throw it out as far as you can.
Then you have to WAIT to get a bite, you will see the !!!! mark.
then you have to keep that little bar under the fish as it bounces up and down -- practice practice practice.
Once you get your skill up alittle, it gets easier, but some fish are REALLY hard to catch.
I believe there are video guides to show you how its done.

Oh and there are mods to the game to make it easier, but i suggest you practice to get better yourself first.
Some folks find the fishing easy and others find it more challenging. I happen to fall into the latter category so now I also purchase the training rod for the first couple of levels as the type of fish is not important to me. I also prefer fishing in the mountain lake at the beginning. I find the fish easier up there as opposed to the ocean.
You will find a groove eventually.
I also recommend using Trout Soup (buy at Willy's Shop) to help. Or any other fishing buff foods you can find, perhaps at the Saloon.
If you befriend Willy he sends you recipes in the mail that give fishing buffs. The first uses clams and milk to make chowder, so save those clams and get some cows! The second uses garlic, which is not available in the first year. The third and fourth are very good, and use more shellfish, milk, and tomatoes. So lay a few crab pots in both ocean and fresh water, and you're good for all of that!
Willy is easy to befriend if you can give him mead or pumpkins. He also likes quartz, or any cooked dish made out of seafood. There is a scene with crabs and Gus involved, after which Gus will sell unlimited crab cakes. Those are good for befriending Willy as well as good food for you to eat when you are mining.
