I don't know if you want to have spoiler 1.5 and how far you are in the game, but you will at some point, you will have a billboard next to the mayor's house but not exactly next to it. You don't need to befriend him, but you do need to do his quest on the special orders board; he sends the fiber seeds recipe in the mail as thanks.

Linus was a rich spoiled kid, and found his own peace with nature when he came to STARDEW VALLEY, he gave away all his money to help others and choose to live simply with nature. He is miss-understood.

Linus isn't exactly homeless though. He has his home, it's just not a traditional house as we generally see them.

And how would you know that ? He's probably the only person we actually see bathe in the whole game. There's not a single bathroom in Pelican Town, just a spa that wasn't even accessible before the first summer you spent in the Valley.
He also talks about getting clean under a warm rain, so how he lives means ♥♥♥♥ when it comes to how clean he or anyone else is.

I just unlocked them this morning, I did a fishing cleanup from the new jobs board and was given the seed recipe as part of the reward the next day in the mail.

A lovely thought. But Linus is where he wants to be, something that will become clear once you get to know him a lot better. You will get the recipe for fiber seeds once you have completed his "Community Cleanup" quest on the big billboard which will be constructed in town during or after (depending on when you visit the town) 2nd day of Fall the first year.
