Did you get the secret note yet? It won't work otherwise. Fish at the edge of the little pool in front of the bath house (during any season except winter) and just tap the action button once and you'll automatically get it.

What do you mean that you can't cast the rod? Are you holding it down for maximum distance? Because then you'd be casting into the wall. You need to just click and instantly release.
