The Queen of Sauce
28 Winter, Year 2 and every 2 years after that + reruns.
According to the wiki, reruns will show unknown recipes until you know them all, but I can't confirm that, I just know that eventually I got all recipes after missing the point of the Queen of Sauce for the whole first year.

i'm 100% sure this don't work
if the recipe is normally the 28w2y
that mean i actually watch at least 6 time the tv rerun show
it the last one i miss, everytime the tv show me something and .. "you already know this recipe"

I dunno why it isn't unlocking, but you can use mods to give yourself the recipe and then uninstall the mod if you want. I think mods are pretty forgivable when the base game won't cooperate.
