NCPs not sending recipes (Help Quests + Leo)

Is there a random factor or outside requirement such as friendship level to getting the recipes from the help quest? I've done several that are listed as rewarding the player with a recipe, but haven't received the recipe from the npc.

Completed Island Ingredients - didn't receive the solar panel recipe.
Completed Cave Patrol - didn't receive the geode crusher recipe.
Completed Rock Rejuvenation - didn't receive the sewing machine.
Completed Gifts for George (the leeks) - didn't receive the coffee machine.
Completed Fragments of the Past - didn't receive the bone mill recipe.
Completed Prismatic Jelly - didn't receive the Monster Musk recipe.

I have received some of the rewards from the other help quests, such as - farm computer recipe, the mini-fridge, mini-shipping bin, stone chest recipe, and deluxe red double bed.

Additionally, Leo has never sent the recipe for Poi. I'm currently at 6 hearts with him, and have done the 2, 4, and 6 heart cut scenes. I had read somewhere that if you didn't get it at 3, then you would receive it after he moved to the mainland at 6 hearts, but still no joy. Is there a further requirement, such as a certain friendship level with Willy? (Since Willy helps him write the letter.)

Recipes (from specific NPCs) are based on the number of hearts you have with them. The specific recipes should arrive in the mail the day after achieving a given heart level.

Are you running any mods? Those can affect a lot of things.

Several, mostly graphical but a few that make changes in game. I loaded in without any of them active, and didn't have anything in the mailbox. I will try to get my friend rating up with the npcs which haven't sent me their help quest recipes to see if that triggers it.

I think sometimes an NPC might "miss" a given heart event, but if that happens, they should give it to you when the hit the next heart milestone (I think it's 4, 7, and then whatever the max is (depending on whether the NPC is marriagible or not), but it might vary from NPC to NPC).

I don't actually know how the code works though, NPC heart level might be an event rather than a state. So ... just loading without mods once might not help.

Assuming it's one of the mods that's the issue of course.

Update - searched through my installed mods' mod pages to see if there were anything reported on them about interfering with mail, and discovered that these two had previously reported issues -

Going to remove them both and see if I can hit heart events with Leo, and redo the help quests to see if the issue will resolve. Hoping that I've not managed to harm my ability to complete; would hate to have to scrap my farm.

You often need to visit the NPC after finishing the quest (wait until the next day) to see a cut scene, then you get the letter with the reward, Pam and the potato wine one and Robin and the Hardwood one works that way, I am not sure about the others but every request on the new request board has a cut scene. If you don't get the reward in the post the next day you need to see there cut scene to get it.

Of the 6 he listed, 5 do NOT have a cutscene. It was his mods.

I have 10 hearts with Leo, no mods, and I still have not received the Poi recipe
