I've never actually tried to run the Steam version when off-line, but ... I think it SHOULD work. There's no reason it shouldn't as far as I know. you specifically choose single-player vs co-op at the start.
There's the Humble Store version too, not sure if that one's the DRM free version or not.

Not if you mean co-op. You would need a connection for multi-playing. Single player is playable offline. You start Steam in Offline mode and then you play SDV all you want.
