I do agree they should be "equal" challenges, with both paying 40, though. They're essentially the same challenge, with the same difficulty, and same method of solving.
For some reason the easier challenge pays more than the harder one.
Rewards should be swapped around.

He's asking about Skull Cave, not The Mines, and AFIAK, there is no switch to active/deactive "dangerous" monsters in Skull Cave.
If you activate the shrine of challenge in the mine it will also affect the monsters in the skull cave as well

The skull cavern in dangerous mode was tough even in endgame gear and I was constantly fending off large numbers of enemies that could deal quite a bit of damage. It took a lot more preparation and consumables than the hungry challenge.
Ultimately, you can trivialize either with staircases if you want, but I don't plan on doing the skull cavern invasion again. It just wasn't worth it.
