Report a translation problem
With SMAPI installed, you can enter a command to complete a quest. While I can't imagine why this command would cause any adverse affects, I don't know enough about commands to guarantee that it wouldn't, so use it at your own discretion.

Otherwise, you could just cancel the quest. It doesn't give a special reward or unlock anything, and story quests don't count toward any achievements, so you wouldn't be missing out on much.
If you really can rule out every possible user error, it sounds like a bug. I'd probably "cheat" mike explained above, too.
It's embarrassing to admit, but I was in fact giving it to the wrong person. I associate all fish stuff with Willy-- whoops. Good info in this thread to have for later, though!
