How do I get Elliot to four hearts?

So Elliot is at three hearts ATM, I just finished doing his 2 heart event (talking to him in his cabin) but the next event happens at 4 hearts and i dont know how to get him there. I tried giving him one of his loved gifts (duck feather) but that didn't move the hearts at all. Do I need to wait to give him a gift on his birthday?

i haven't finished the Community Center (not the friendship bundle) this was right back when i first started.. i gave him a gift and got one heart (might have been on his birthday and a gift he liked) But since it lost it i haven't gotten it back, i did give him some things he hated so i might have a lot of making up. I have no idea how to translate him yet, i was hoping id discover than myself at some point. Trying not to 'cheat' Although i did have to look up the winter mystery as it wasn't what i thought it was so got really confused lol (thought it was the sewer guy as they looked identical)

it's a gradual process, talk to him often, and give him at least one gift a week, I've noticed that giving them two gifts in one week almost guarantees that you'll get a heart the next week. (As long as you give them 1-2 gifts the next week, and they have to beloved/liked gifts.) I hope I was at all helpful, and that literally any of that made sense.

In one conversations i had with Elliot i had the chance to invite him to live on the farm, i didn't because i didn't want him there, but would he have accepted? is it possible to get a villager to live on the farm.. i did build a house just in case.

Not that I know of... The only "roomie" available to move in is Krobus. He is really cool and sweet. Plus he doesn't mind if you stink!

Krobus takes the place of a spouse. Similarly you can marry Elliot to get him to move in. But no, no NPCs join the farm from simple dialog choices. If you want extra manpower, start a multiplayer game. Or...well it isn't MANpower exactly...but if you don't know what I'm hinting at I'm certainly not going to spoil it.
