Can't find Mr. Qi at lvl 100

Reached the bottom twice (restarted the game) and both times lvl 100 is clean, just nothing in the room. Is that a bug or smth and what should i do?

Are you in the mine that only goes to level 120 or the skull cavern? You need to be in the skull cavern.

Did you find secret note #10 first? You can only find this note after finishing Qi's Challenge (Reach level 25 in Skull Cavern) which you will get in the mail the day after you first entered Skull Cavern. You have to finish this quest first in order to be able to find secret note #10 which will trigger the next quest where he will wait for you at level 100.

There is a potential bug mentioned on the wiki:

Bug: Under circumstances which are not clear, it is possible to obtain Secret Note #10 and then read it (on the same game day), yet the saved game files do not record that it was received, nor read, and the quest is not added to the Journal. The game may behave as designed the next time you get Secret Note #10.

Thank you. Didnt find that info on translated wiki for my country. I guess i'll download cheats menu and take the note once again so
