The # here stands for a random existent number that you will have to replace with number 10 on ALL of these. At least I think it was 10 but it could have been 9 too. Save, and restart Stardew Valley and pay Mr Qi a visit. He should now offer the "Danger in the Deep quest". I hope it made sense. I don't know of any other way than this!
If you are modding and use SMAPI, you can force trigger the quest by typing "debug specialorder QiChallenge9" into the SMAPI window while you are in the game. The quest will start instantly and reading the message at the bottom will complete the quest. The next morning, the mine will be in normal mode and floor 120 will have the Shrine of Challenge available.
I think gating a progression quest that holds a significant chunk of the game behind "RNG" is a serious oversight. I used a savegame predictor and noticed that the quest was only going to come up twice, the first time during the 1st week of year 2 which is unrealistic as the Island just unlocked and the 2nd time was 1.5 years from that moment. That's insane.
That's odd because I recently did this and just now as well, still works like a charm for me and I am using over 100 mods currently :> You sure you followed the steps correctly? And out of curiousity, are you on pc? Good that you were able to solve it by other means though.
Necroing this to confirm this works and saved me a ton of time and grief.

That's my main complain about the endgame. Qi quests being completely RNG, normal special order quests at least seem to follow a pattern so that they don't repeat. I was hoping CA would adress this for 1.6, let's hope he does eventually cause I don't want to have to rely on save editing. :(
