I guess that's just me though.
My recollection is that Concerned Ape (the developer of the game) is a U.S. native. While we do have a compulsory registration (for males, 18-25) there is no compulsory service. It is likely (in my opinion) that military service in the SDV world is at least loosely based on the U.S. Hence it isn't terribly strange that only one person went off to war.
Also, it's a game, an abstraction. A single "veteran" was apparently considered sufficient by CA.

It's also a game with a half technology advanced and half fantasy world. Maybe the dude just pissed off the wizard and was under a spell that trapped him in a vivid dream of being sent to war. Maybe he was sent to another dimension to fight in a war. Who knows with this universe.
