Report a translation problem
I did actually manage to complete the museum with no cheats, and I will at least try doing that in my current farm (I want the Indiana Jones hat), but it can be reeeeally excruciating. It's worst when there's only a few items left, then there's very little you can do to speed things along at all. You just gotta pray to RNGesus and hope it listens.
Yeah, it's of course easier to complete the museum now than back in like 1.3, because of additions like the dinosaur mobs in the Skull Cavern that drop artifacts, plus artifact troves, plus new stuff in the latest patch.
(I commend Ape for giving alternate paths to complete it that are less RNG-based than scouring the world for the dig spots.)

Basically, a game has to have competitive PvP to even warrant being VAC enabled. Then the publisher and/or developer has to actually support that.
For example: Destiny 2, which DOES have competitive PvP is NOT VAC enabled.
However, Bungie has developed, and maintains their own anti-cheat system.
