Missing items on fall 16th fair?

Is the shop supposed to always sell 100xhay and a glowstone ring?
I started a new character a week ago and on fall 16 I get the stardew valley fair.
I grinded as much token I could only to discover the glowstone ring and hay were missing from the token shop.
The items it sells to me are (listed in the same order):
1xDried Sunflowers
1xFedora
1xRarecrow
1xStardrop
1xLight Green Rug
1xPepper Popper (it says 1x but you can actually buy another one when it's 0x just clicking on it)

Notes: no mods installed, lastest patch 1.5.1 installed

I'm guessing some items are random. There was no ring or hay for me. I remember buying a new item but for the life of me I don't remember what it was right now. I got the rarecrow and stardrop and a third thing you don't have listed.

The top 4 items have been the special items for that festival for a long, long time. My bottom two in my new beach farm game were different from yours so I'm assuming they're random.

For me it was 25 x Mixed Seeds for 1,000 Star Tokens instead of the Popper.
