Bad luck and finding the stairs in rocks

It could be that some other players have already talked about this but I was wondering how finding the stairs in the mine works.
Let's say that on the first level we have 15 rocks and I destroy 14 of them to discover that the 15th rock (let's say the closest one to the entrace stairs) was the right one to destroy. But I have bad luck, so is the last rock the right one because there is a command which says something like "the last rock, no matter its position, is the right one" or am I just dumb and if I broke the 15th rock as the first then I would directly have found the stairs? I ask this because sometimes I have to go back and forth to find the right one and there are only a bunch of rocks left when in the beginning there probably were more than 30.
Also I don't think you can find stairs in the big rock (the one which occupies 4 spots)

Luck determines the likelihood of finding ladders, so it's not under a specific rock when you enter a floor. Each time a rock is broken, the game essentially rolls the dice to determine whether or not a ladder appears. And I'm fairly certain the last rock on a floor will always reveal a ladder if one hasn't been found yet.

It helps to mine on days when your daily luck is high. I believe luck buffs from food and equipment help as well.
