Report a translation problem
1. Are you running the most recent version of the game?
2. Have you verified your game files by going into the game properties?
3. Are you running any mods? A lot of times mods are the root of all evil, at least for game weirdness. :)
No trigger necessary--it should be available on day one of your first Spring. As ehyder said, if you're using mods, one of them is most likely the culprit. Following ehyder's suggestions should get you sorted.
