I've heard that Luck does decrease the trash you fish up but I can't say for sure. I'd recommend just using a Fishing boost and a trap bobber to make catching it easy when you're able. Trap bobbers are pretty easy to craft, anyway.
Wild Bait is definitely a waste on the Lava Eel, probably the second worst place to use that besides the farm ponds.
Generally I wait until Fishing lvl 10 to even attempt Lava Eel and use the Trap Bobber, which is pretty necessary for the legendaries and ones like Scorpion Carp and Lava Eel.
I tend to avoid using food in general, but any food that boosts Fishing level will make it easier, and you could eat Luck boosting food to get more chances faster.
I recommend lobster bisque/fish stew on a high luck day.
