As to your side question: You can start the story at any time. You can start it in year 50 with no penalty. (Well, one slight penalty would be Grandpa's evaluation at the end of year 2, but you can get a re-evaluation easily at any time afterwards. So that's very manageable to the point of being negligable. Which you'll find is the case with pretty much everything that could penalise you.)
As for marriage, I got married in my first year so that's at least possible. Winning every event should be possible if you're skilled enough, and I think with enough practice you could get 1,000,000 in the first year, though it would be pretty tricky.
Which brings up a question, can you "soft reset" the game the day the cart lady comes to reset her merchandise?
That would be improbable. It is very possible.

That's what grows from mixed seeds according to the wiki so yes you can get artichokes.
I believe 1, 2 are reasonably doable, but maybe not in combination with all the other goals listed. I would guess that many people meet these goals on their 2nd+ farm. I was married in Fall of my current playthrough and wasn't really rushing it. I had close to 1M but was focusing on bundles/collections and not minmaxing at all.
3 -- you need 4 hearts for someone to dance with you, so that's 1000 friendship points before the 24th. If you haul ass and manage to find 2 loved gifts per week that gets you to 640 points, plus 230 points for talking to them every day, plus a few points for heart event choices and messageboard requests. Probably technically possible for everyone but extremely unlikely unless you are extremely lucky. It will be pretty difficult for some bachelor/ettes to find their loved gifts, but searching trash, getting prismatic shards, and finding items at the cart are possible. I don't think this is a realistic goal or super useful (you only get +1 heart for dancing with someone, which is more easily made up for later).
4 is easy. The only festivals with winners are the egg hunt, the stardew valley fair, spirit's eve (the maze), and the festival of ice. The egg hunt and maze have nothing to do with your character's progress so are just as easy to complete in any year. You have lots of time to prepare for the fair and the festival of ice and neither are hard.
5+8 are technically but not realistically possible. It requires a lot of work and too much luck in many different areas. You will need to catch EVERY fish, get very deep in the mines/caves, find all artifacts and minerals, as well as find one of each of the 2nd-year crops at the travelling cart. You will also probably need to complete two of the bundles extremely early (greenhouse and bus) or hope to get lucky again with the travelling cart, or you'll miss out on rhubarb and possibly starfruit.
I don't think 7 is possible. It takes at least 7 days after marriage for your spouse to ask about a baby. 2 weeks after the baby will come, then for 2 weeks it will sleep, then for 2 weeks it will be awake but still in the crib. That's already five weeks before the crib is empty and you can have a second baby, plus another 5 weeks for second baby to arrive and grow to max stage. 10 weeks is 2 and a half seasons meaning you would need to be well married by mid-Summer. So you would need a house upgrade and 10 hearts with a bachelor/ette by around the first week in Summer, and then hope for rain.
10 is possible. The major bottleneck on this is income, so if you rush fishing/mining I think you could do it. Animals mature very quickly (within a week for all, I think) so you just have to finish collecting animals before Winter 21 or so. Void egg can be purchased from Krobus, blue chicken (if you count it) will take building relationship with Shane and some finangling with luck, dino requires luck/cheating but not impossible. Otherwise you just need a deluxe coop and barn and enough money to buy animals from Marnie.
I think 11 is pretty doable. You need 2500 points to get 10 hearts. A loved gift on the birthday is 640 points, plus 1920 points for giving them 2 loved gifts per week in every season but Spring (so you have wiggle room to set up the gift system). You will need to rush artifacts to get to Krobus and get a steel axe to get to Dwarf, and get some income to unlock the bus to get to Sandy. (I'm assuming Kent doesn't count for this otherwise it's obviously impossible as he shows up Year 2.) You will also get lots of room from talking, heart event choices, the Luau, secret santa, and the friendship bundle.
You can do the storyline in any year. The "traditional" judgement time is the start of Year 3. Grandpa's shrine will light up with candles and you can get a rating on how you did. But you can also feed the shrine a diamond and redo this at any time and there's nothing forcing you to get judged (from what I could tell). People don't talk about doing stuff in Y10 or Y20 because most playthroughs end before Y10. Doing nothing but monoculture for 50 years would get really boring.
