If you're talking about the request board outside Pierre's I really wouldn't pay that any mind as far as canonical interests and implications goes; they're 100% randomized. For instance, one time Pierre requested a bar of gold to rub against his gums to soothe the pain.

This. You might as well come up with your own justifications. I now choose to believe that he takes stuff out of Pierre's trash and sells it back to him in the next day, or that Pierre pays Linus to fetch stuff from people's garbage cans so he can sell it back to them on the next day.

I'm pretty sure his "bum lifestyle" is just a facade to hide his money-making scheme.

Here's the reality of the situation: There's tons of food all around him, so why would he go around and search for food in trash bins? He claims he doesn't want that stuff to go to waste, but I'm pretty sure he's actually hunting for soggy newspapers.

Why? Because he can recycle them back to cloth, and with that cloth, he creates the backpack upgrades that the player can buy. Think about it, the prices for those things are RIDICULOUS. I'm pretty sure Pierre felt bad for Linus and allowed him to put his creation on display, assuming that nobody would ever buy it for the price that Linus is asking for.

But Linus is clever and advertises it as "eco-friendly" and "supporting the local community", and like the good-natured fool that he or she is, the player buys into the advertising and pays the equivalent of 5 Gold Bars for it.

I always liked the theory that sort of plays on Ryika's, in that he's on the run from the IRS for extreme white collar crime like money laundering and tax fraud which is why he's so insistent on living "off the grid" as much as possible

He is smuggler of rare minerals I guess, sending small caches by train that "randomly" drop something in return. He is in in disguise moving in shadow through whole town that confirm his false identity...
