Prehistoric Scapula & Skeletal Tail

Prehistoric Scapula & Skeletal Tail should be available as a drop item from either Pepper Rex/Haunted Skull, especially Scapula since it's only obtainable from the Artifact Spot in Pelican Town/Cindersap Forest (which is quite a drag to explore and spot, and they rarely spawn except in Winter).

Pepper Rex and Haunted Skull drops other prehistoric artifacts, but why exclude these 2?

currently nearly on year5 , spent like 3 seasons looking for the scapula now litterally no luck
