It's telling me to "Investigate the Community Center" but when I look around the place nothing gets triggered, nothing is there, or maybe I'm just missing something but I've been searching for 2 hours now.

Go read the glowing thing in the bottom left room. Wait until morning, the wizard should message you. I had to look like 4 times before I got it triggered.

There is no glowing thing. The place is completely stripped of anything that stands out.

Yeah there's a gold block in the room to your left when you walk in. There's a thing bouncing around it. If not try leaving and coming back :).

Having a Joja membership has a separate way to rebuild the community center, basically, you just buy all the rooms. But it is mutually exclusive to the other questline from the mayor to fix the communitiy center up starting with the rat problem quest. Either way fixes the community center, but the joja membership costs more overall. You will get the joja membership achievement now, which I have never got since I have never gone that route, but you will have to have a separate game to do the community center the "right" way because joja mart is evil...lol
