Does anybody know what it is used for or how to interact with it?

its for buying super fancy wizard buildings for ultra late game (these things are 1 million gold and up).
you can access it by going to the train station after finishing the community centre or joja town improvement form.

Okay awesome thank you very much! I couldn't figure out if I was supposed to use it any sooner or put something on it previosuly but I'll keep your answer in mind for when I finish my community center :)
