Go to the github page for Stardew--there's a place for suggesting mods. It might take a few weeks or so, but somebody usually comes along to look through them and might take it up as a challenge.

Wear the Sou'wester - it's effectively a wearable umbrella. An umbrella would have to be carried and held to be effective which would be tiresome.

It's a hat you can buy from an NPC who sends you a letter when he/she (no idea if it's gendered) sets up shop. I'm being deliberately vague to avoid spoilers as it seems there are a lot of new players rolling in these days.

Pretty sure that hat requires a specific achievement though it's an easy one to get.
