[SOLVED] 50 fps
It's not game-breaking or anything but my fps is locked at 50 for some reason. When I switch from borderless to fullscreen (and back) the fps seems to go up to 60 for a few seconds, and then goes back to 50.

Not a hardware issue : gtx 1070 + i5 8400. I had the same problem when playing Celeste and had to endure the whole game slowed down by 20% because I never found a solution. I'd rather not have to go through this pain again.

Does anyone know how to fix ?

I have some new info : when the 50 fps cap happens, at the same time my cpu core 1 usage goes up to 100%. Whenever the usage goes back to the normal 20%, fps goes back up to 60. Except this almost never happens, and the game sits at 50 fps 90% of the time.

Something else : the game seems to start out at 60 fps most of the time, and running around causes the 100% cpu usage problem seemingly randomly. Something else that causes 100% cpu usage is exiting the inventory. Not entering it, exiting it ... and then the fps is capped to 50 for a long time.

The only way for the fps to go back up to 60 seems to be by loading into another area.

Anyway, this 50 fps cap is not constant, and it somehow happens at the same time as (and probably because of) my cpu's first core going up to 100% usage.

Alright, problem solved. Found a solution that was posted 2 years ago.

TL;DR go there https://drive.google.com/file/d/0B7MhmNNJC9ltMDRzU3g3S3o1RU0/view and execute the XNA installer.

I have no idea what it is or what happened but as soon as I installed it, the problem was fixed. No reboot. Hope this is useful to another lost soul.

Probably something to do with some incompatibilities of W10 and the default XNA library included with the Steam Install. I was resolving the same issue today, albeit a little different one, thread 1 was 100% all of the time and there were occassional multi-ms freezes.
just wanted to say..... i love you @Mates1500 .... you saved me from ripping my hair out
