Some things are there to break up big areas of nothingness or to make some areas look more alive. That's just how modern, more detailed leveldesign works these days.
You can go there with mods and he does have specific dialoge.
While the wizard might be a sort-off easter egg (though you have to cheat for it) the clearing might just be a bug. Like, not the clearing itself, it might be there for design purpose (breaking up the black wall of trees) and just unintended happen to be a spot which the game checks for foragable-spawns.
Another thing from this is when the Trash Bear cleans up the sewer area foragables spawn in that inaccessible area too
