How to give bouquet to married NPC ?
I playing co-op mode with my friend and he marry with Penny. Then I want to give bouquet to Penny for unlock relationship but I can't give it to her because she is married. Anyone can help?

I dont want marrying. I just want to raise the relationship to 10 hearts. Beside divorce is there any other option?

You still need to be in a relationship with her to see anything past 8 hearts and that's impossible because she's married to another player. Your only option is for that player to divorce them.

You can't. Only one player can marry an NPC. First to propose wins their hand in marriage. Since they are married, can't really go from friend to boyfriend/girlfriend with a bouquet. Though could be wrong about this.
