They never match the outfits cause of the boots being a defense item.

Apparently with the update you can move the stats from 1 pair of boots to another with sewing. Put the boots that you want stats from into spool and the other pair into feed.

I haven't tried it yet myself so I'm just posting what I read from the wiki.

you can use emilys sewing machine to custom tailor any pair of boots to have the stats of any other boots. place the boots you like of the preferred appearance into the feed and the boots of the preferred stats into the spool. turn on the machine and presto! now you have servicable boots that match your outfit!

she should show up at your house and offer you the ability to use it. its in her house. if she doesnt show up, maybe try befriending her?

i got her up to 8 hearts and i got some scenes but none for the sewing machine

Crafting or otherwise obtaining a piece of Cloth seems to trigger the event, where she arrives the next morning to tell you about her sewing machine. It becomes usable after that.

This. My friend killed a mummy and got some cloth for it, and Emily showed up for him the next day, despite him having 0 hearts and me having 2. I tried grabbing the cloth from him, and from a chest, but it didn't work, so I still can't use it yet.
