Thanks for the link, dubesor, but I'm still not sure about this one. The link you provided mentions three festivals where there is the possibility to raise hearts with villagers, but, unless I missed it, doesn't mention being able to raise hearts with villagers simply by chatting with them at any of the festivals. Like Turtleswatter said, I haven't bothered to talk to anyone at festivals for a long time, but I'd love to see evidence that doing so would help build relationships. Did I miss something in the article?
There were a lot of changes in 1.4 so I'd double check any googling you do against those patch notes for a few weeks while stuff gets updated (thinking of the wiki in particular).

Very cool. I am guilty of not having read through all of the patch notes, so thanks for setting me straight here. It will be nice to be able to take advantage of all the villagers being gathered together at the same time. Thanks for the info everybody.
it does though, it's literally the first sentence:
also 1.4 patchnotes: "You can now increase friendship by talking with NPCs at festivals."
