If you haven't reached lvl 5 for a badge, then you just need to get the card set for it again.
For a foil badge, you need foil cards, but they are expensive.
1) Buying them off the steam market. Cards can range from 8 cents to more than 30 euro. There are also other sites where you can buy cards, such as Scrap.TF and Outpost.TF, but that trading is usually done with in-game items from Team Fortress 2, but it is still possible with items from other games.
2) Creating a Booster Pack. A booster pack requires gems which you can get from either buying them from the market or turning your steam cards, backgrounds, etc. into gems. You can also buy booster packs off the market.
3) Trading. You can simply trade any current cards you have for Stardew Valley cards.
And in case of other games, 4) If you buy in-game transactions, you can get additional card drops for every X amount of euro you spend.
