Secret Note 10
Is there a specific place this one drops, is it from a quest, or is it just random? Only one I'm missing.

You did. It's only found after reaching or passing lvl 25 in the Skull Cavern. And that's because the note tells you that someone is waiting for you on lvl 100.

I'm not 100% sure but I think this one in particular also depends on completing Qi challange - reaching lvl25 of Skull cavern.

^ What they said. It dropped for me about an in game week after reaching level 25, while foraging in the secret woods. :cinnamon:
