Well, giving the bouquet was the easiest way to see everyones 10 heart events. Since all you needed to do, was get them up to 8 hearts, and then give them a ton of flowers. Since for whatever reason flowers don't count towards your weekly gift count.
As for the event, i can dig it. Especially since it's not going to punish players like myself who did that before the update, getting everyone up to 10 hearts. With the update it dropped everyone buy my wife down to 8.
You don't need to focus on the marriagable canditates to get that achievement. Yeah, it probably does affect it but really, there's plenty of npcs to befriend that aren't the marriageable candidates.
