I'd consider it more of a stepping stone to the level 10 ablities, myself, rather than something that would be strictly useful. You don't get any health from that branch at all, it basically comes down to relying on chance. However, as it does less damage, scout would have more opportunities to get a critical hit anyway. Really it's up to whether you want to introduce change into the equation, or just want more hitting power.
