Penny is a co-dependent adult child of an alcholic, with crushingly low self-esteem.
Both those personality types tend to get under people's skin.
I haven't really paid enough attention to either of them to see if they have any dialogue about each other. I don't think that villagers outside of 'family ties' comment on each other.
Haley is just as standoffish as Alex, Sebastian and Shane initially are, but people hate her more for some reason
But that's how I see it, anyways.
Sam is neither.
On topic, I can't speak for others but I suspect Penny is disliked because she has low self-esteem -- that she needs to be 'rescued' and this puts people off. I understand it though it doesn't bother me personally. It's just one character and if you dislike her, you don't have to marry her.
As for Haley, I suspect people dislike her for the same reason I kind of do; she is very superficial, somewhat rude in her earlier interactions, and acts like a spoiled brat on a number of occasions. That's not to say she is a bad person or a bad character, she is just an abrasive character to some (and not others). I don't know if I would say she grows up, but that doesn't necessarily matter.
Personally, I don't really like Alex either; the self-absorbed jock stereotype is fairly annoying to me as well, though at least in his case he is not a brat and has reasons behind why he acts the way he does if you befriend him.
Other than that, I kind of dislike Clint given his self-deprecating attitude, but again, I don't hate any of the characters.
The fact that these characters have enough personality that we can discuss why we dislike or like them is a very good thing overall, in my opinion.
