The modding section on the wiki was pretty much distilled from all the info shared on the forums.

I'm not familiar with ElderScrolls modding. But, for SDV it's pretty easy.
If you want to modify something the game already implements; like textures, new items, events, dialogue.
Well, those are easily accessible.
But, for more complicated things; like stuff that changes or adds new gameplay mechanics. That'll require some programming.
Oh, and a lot, if not all of the major modding tools for SDV are open source & cross-platform these days.
So, no real technical hurdles there.
Lastly, I'd just recommend to start digging into some of your favorite mods & see how they're doing things as well.
I'm kinda active lately, my handle there is the same as here.
