can't update, forever queued

Stardew Valley says "update queued" in my library. When I click "play" it can never complete the update, always showing a message "connection timeout" or "manifest unavailable."

I don't understand what's going on... I've tried every last suggestion in the Steam Support section. Has anyone else had this problem? Does anyone know how to fix this?

In the meantime I've been playing in offline mode. Is that part of the problem? How do I fix this?

Steam won't update a game while you're playing it. Exit out, right click on it, choose 'manage downloads', then move the update to the top of your queue. That should solve the problem.

i should clarify... i'm noy actively playing the game while i try to update... it's only after so many attempts to update/steam restarts that i get frustrated and switch to offline mode in order to play.

i just wondered if that hung up the update somehow

i'm not good at tech but here are some ideas if you haven't already tried them:

Right-click on any game that says Update Queued and select Manage downloads. You can also get there by clicking on Library > Downloads. You can now see all games that have pending updates. Click on the arrow button to the far right and select Download now.

I ended up changing download region to West Africa and that did it
