its not. its a video game and not the real world, deal with it. furthermore there are mods which fix your and other peoples issues in game if vanilla doesnt provide whatever you want. i dont really see the problem here.
There's no reason why it shouldnt be an option when every other hairstyle, skin colour or clothing option is there.

Making characters in a game start bald, the hair is a detail that is added later on a character model/sprite during game development. Considering you can change the hairstyle just proves that point, otherwise you'd get horrible overlaps.
Maybe its a style choice, I don't know and like I said before, I don't care. My opinion still stands; there's no reason it shouldn't be an option in the game. There's no reason you should be getting so
