Day 27, Spring, Year 2, still no rain.
At the start of spring I was ready to propose to one of the NPCs, basically day 2, it still hasn't rained.

It's extremely odd that it would never rain in spring.

I know I can get a rain totem, so I've chopped every single tree on the planet and foraged daily. Still stuck at level 8 foraging.

It's pretty much like the game is like "Haha ♥♥♥♥ you."

Being that this is a quasi-farming game, it really should rain at the worst, once in a season. Now I am facing a long rainless summer. Basically my progression right now is stuck due to RNG.

RNG based progression is poor.

/me to girlfriend:"Sorry honey, we can't get married because it hasn't rained yet."
/gf "What the ♥♥♥♥ does rain have anything to do with it? I thought you loved me!"
/me "I haven't a ♥♥♥♥ing clue, some evil god or something refuses to let us be together unless it rains, because the old man from the sea sells the marriage pendant who only appears magically whenever it rains while a butterfly farts on the moon and a half red leaf with yellow spots falls off a cliff and lightly brushes a piece of quartz on the way down."
/gf "That's...an oddly specific set of reasons."
/me "Maybe if I stand on my head for a few hours it will make sense."

TLDR: The ♥♥♥♥♥♥♥♥♥ marriage pendant should be in both of the ♥♥♥♥♥♥♥♥♥ stores and not stupidly tied to some RNG-based NPC event.

I think Summer 13 and 26 are always rainy (or maybe even stormy) days.

Summer Day 7, still no rain.No rain tomorrow either.

I have now done the following for a week straight daily:
Chopped every single tree down, everywhere, including the desert trees.
Foraged every foragable area, including secret forest.

Still stuck at foraging level 8 after chopping down around 100 trees (includes the ones in my tree farm area)

Been at this now in-game for 14 days straight trying to get foraging to level 8, so I can make a rain totem, so I can finally marry an NPC.

At this rate it will be game year 3 before I am allowed to marry her.

That honestly just sounds like a bug to me. I've never had it not rain that long for me. Has there been some small update recently? Maybe try tweeting ConcernedApe. He might be able to help you with it.

Well I finally hit foraging 8, yay, after 14 ish days of busting my bum for it... only now I need truffle oil, the one thing I don't have. Still hasn't rained.

So in frustration I decide to go outside and have a smoke, there's a car parked outside that says "Just Married Honk for us!" on it.

Hardwood seems to be the best for foraging XP, from what I've seen. Helps if you've got the forest farm, but even a daily trip to the secret woods helps (bit late now, I guess.)

i do it for the wood

Thank you. Now I'll have that [insert multiple swear words in multiple languages] song going through my head all day, and I didn't even click on the link. Well, I guess it's better than "1979" by Smashing Pumpkins...

...DAMMIT!

Spring 11, year 2... no rain for 80 days. Not kidding. Can't marry, can't catch fish for the community center. What is this? Need to raise pigs for truffle oil to make totems. But dayum.

it's not like there's a punishment in the game for taking more time to complete things. just relax a little.
