cannot buy the marriage pendant despite having 10+ hearts with Penny?
am I doing something wrong here or you need 12 hearts to marry?

The mermaid pendant will appear when it rains. I think however it might not be there in winter

its raining and whenever i talk to the marine he says that he doesnt think im quite ready for it even though i have 10+ heart, gave the bouqet and all that

Okay I went to read the stardew wiki and it is available in every season but only on rainy days. You also need to have the first house upgrade. https://stardewvalleywiki.com/Mermaid%27s_Pendant

I have upgraded my house fully, thats the problem XD its also raining and the marine still isnt willing to give me the medallion

Give Penny some hated gifts, to get her down to 9 hearts.
Then, give Penny some loved gifts, to get her back to 10 hearts.

Three conditions must be met for him to appear:
The bridge on the beach must be repaired
The weather must be rainy
You must enter the beach before 7pm
Also, do you have enough money? the cost is 5,000g.

So, i made a few progress so far in a sense that once I reached 12 hearts with her, i triggered the roadside education event+ trailer event+ the bathhouse event and only now did I actually got the Mayor's letter about how marriage works.

Currently waiting for a rainy day to see if it works now ^^
