Most of the legendary fish also have a very specific place they spawn in that you need to have your bobber near. You can't just fish in the general area for them but have to be in a specific spot.
So if you really want to catch them you should be using bait (ideally Linus's bait is best, but you can use regular) Get some fishing or luck food to add to your skill (get fishing food from Willy if you don't have the cooking or the cooking materials to make your own.) Make trapper lures if you can. And look up the exact spawn locations for the fish on the WIki or YouTube. Mutant Carp is the only one (if memory serves) that can just be caught in its general spawn area.
Even with that, you may need to spend an hour or two fishing before you get your first bite.
This. Also, look at the wiki to see when you can catch the legendaries. E.g., You can only catch The Legend in the spring (and only when it's raining) or a Crimsonfish in the summer and only in very specific spots. Even then, it can take hours or longer. The mutant carp is the easiest to catch so it's good that you're starting with that one.
As others have said, use food buffs, bait, and the trap bobber. You can press "E" to escape if you have a regular carp on your line. That can speed it up quite a bit. You'll be able to tell if you have a legendary bc the fish on the bar will have red on top of the fish (like a hat or something). So, if you want to save time, just let the regular carp go. The good thing about the sewers is that it's pretty easy to get treasure chests there so fishing can be worthwhile even if you only get carp.
(I would test this with the Mutant Carp, but I've just started the game, so I don't have the rusty key needed to get into the sewers. :( )
