Tree stumps will not regrow into trees. They actually stop more trees from growing. You should always chop stumps.
Wild 'growth' on your farm will always grow more of the same stuff around it if you leave it alone. Weeds, long grass, logs, stones and trees will all 'duplicate' if you leave it alone. If you want to ensure you always have wood, just leave one corner of your farm untouched and it will overgrow with trees and debris.
Trees outside of your farm have set spawning locations and won't "reproduce". You can cut them and they will respawn in the exact same place, although sometimes it takes a while. You don't have to worry about deforesting the town and making it ugly. Other debris though (rock, logs, long grass and weeds) will never respawn outside of your farm, not even when the seasons change.
