Are you supposed to feed your pet?
The dog/cat. There's a bowl next to your house too. As far as I can see, your pet does nothing but wander around and sleep all day. Does it ever get hungry or thirsty?

Nope, you can fill it's bowl but it doesn't actually do anything. The pet just sits there and does nothing except look cute/annoy you when you're trying to get into your house.

its meant as a mindless companion, you dont feed it, theres no consequense to ignoring it, and the bowl can be filled with water, however it has no effect other than visual

The Wiki says your relationship to your pet is worth 1 point in Grandpa's evaluation in year 3. Petting it gives to 12 friendship points and filling the water bowl before the end of the day is worth 6 points. If you have at least 800 total friendship points you earn 1 point in the evaluation.

Getting 12+ evaluation points from Grandpa earns you a statue that produces a few iridum ore every morning, which is not the best prize ever considering it's year 3 by then but hey, free ore!

How do you pet it? Occasionally I'll right click him and see a heart but that's it.

That's it. You get one pet event (heart icon) per day, just like any other animal.
