I've heard Harvey and Penny are the "good husband/wife" roles. Harvey's supposedly very caring, and Penny's your stereotypical farmgirl wife. (Chores, watch the kids, go to bed early...)
Also, ALL spouses are terrible parents, penny included. They will just leave the kid alone all day even if their role is clearly 100% homemaker. It's very irksome. And Penny abandons her own daughter a LOT to go teach other kids. In that respect Haley at least stays home more, though she too does abandon the kid without telling you when she goes to town.
Sadly theres no option to take the kid with you outside or watch them when you're doing your farmwork.

But really you should be picking spouse based on personality, otherwise they are all the same. I pick Sebby only because he is totally my type of man.
Having lived in the country and the city now, and with a farm in my family, I can say farm kids spend a remarkable amount of time unsupervised compared to city kids. Letting a kid scamper around a farm isn't really terrible parenting because they aren't going to get in the same kind of trouble as a kid might run into in a densely populated area. It's a completely different mindset.
I've only gotten as far as a baby in game (Penny), so I'm not sure how they behave once they are kids and I agree it'd be cool if they make friends and join Penny's classes in town.
I was hesitating between Sebastian and Sam, so I got both of them to 10 hearts. Watched Sebby's cutscene first then Sam's, eventually decide to marry Sebby. It just feel wrong in so many ways to propose Sebby after I've rolling in bed with his best friend, but I did it anyway... x_x
