Report a translation problem
I have looked at the code and it appears, to me, and without making a flow chart to check, that the game checks each save for these items - so, if this is the case, you must have them somewhere.
It also appears that it would be possible to edit these items into your inventory, but, I do not have the knowledge to tell you precisely how to go about it. If it was my game, I would play around with it to see if i could edit the tools in, but, only if I was certain that they were missing, not mislaid.
The code you need is very near the top of the saved file if you want to try it. I suggest you make a copy of your game before you do and that you make a new game file for comparison purposes. Good luck if you decide to give it a go.
If you decide to just start over, I would suggest that you keep benchmark files. I make these files on the last day of each season so that if something goes drastically wrong I always have a fall back position.
EDIT I found out from YouTube how to edit my save file and added back my axe. I still don't know what happened to any of the tools I have lost! The game warps a basic level tool back to me as I get up next morning so I know the tool isn't in a chest off ofthe farm.
It's always safest to keep the chests inside where no NPC's can collide with them. I lost a chest with a few rewards and 3 rare crows, a chest I thought was out of the way! I have no clue if it was hit by lightning, or if Penny just thought to go off course and crash into it one day. *Shakes fist at Penny*
If the game doesn't mail you a new tool, then the odds are very high that you simply misplaced it and it's still accessible somewhere in a chest you've over looked somewhere.
I won't rule out the possibility that you have actually found a bug, but user error is far, far more likely in most cases.
