The wiki tells you the conditions for every fish.

Off the top of my head, the Walleye can only be caught in autumn, and then only when it rains. Also I think they only appear later in the day.

Your quality of life greatly improves after your first playthrough. Then you can skip half the Community Center, especially the more annoying and unrewarding parts.

You won't have to check every single fish's spawn season/time/weather/location, buy and take care of garbage animals like Rabbits, growing stuff like Wheat, getting three Apples of the same quality, that sort of thing.

On a second playthrough you can skip most of the annoying and unrewarding stuff and just do what's fun and rewarding instead.

I'd also recommend checking out the special wagon store to the south of your farm on Fridays and Sundays - if you have the cash to burn, sometimes she has rare fish and the like. I know on at least one run that was how I acquired my Pufferfish.

It does have Pufferfish very often, and the Sandfish isn't rare either.

It can have the Walleye, but that one is very rare.

Krobus doesn't sell Walleyes.
