SMAPI Not Working
I pretty much follow the instructions perfectly. I always have. But when I try to open the game through the application, it tells me that it can't find the game, despite being in the same folder. My friend thinks it's because it's on my laptop's secondary hard drive and not the SSD. The thing is, I don't want to install Steam and all my games on the SSD because there just isn't enough room. Does anyone else have this issue?

No problems here and I instal my steam games on my D drive and not my primary C SSD drive as it is smaller than the secondary drives I have. It works perfectly fine for me with that setup.

Yeah, I figured where I'm downloading it likely isn't the problem. I've tried everything from re-installing Stardew Valley to trying to put Steam in my C drive. I have no idea why it's telling me it can't find the game and all the threads I've looked up with similar issues are dead. Or for old problems...

Then it tells me

EDIT: Opening my lapotop in safe mode made it work?

Try do a clean install of both SV and SMAPI. Guide here: https://stardewvalleywiki.com/Modding:Installing_SMAPI_on_Windows

If it fails to start, try running as admin.

you mistake was trying to paste in into the stardew local files.
what your are supposed to after you unzip is RUN the install for windows file by double clicking on it. SMAPI installs itself in the right location.
the instruction are very clear on the SMAPI page on NEXUS
