Depends on how good at the fishing you are, I've caught super cucumber at that level with regular bait no problem... Try getting the iridium rod and a bobber, buy a trout soup from Willy, or if you can find one a dish o the sea... Keep at it and you'll catch one
And with that rod and stats, without food, the more you depend of the kindness of the RNG Godess.
