At level 10, unless you choose to fish in a silly location, almost every fish should be gold-quality.
There are certain areas on the map that are called "Gold spots". As I'm sure people've already said, you'll generally only be getting gold star fish in these areas. There's one for every spot you can catch a specific fish in.
Silverstrike sums this up really well. Certain areas do have gold spot areas (E.G. The rock by the left pier in the ocean) and the rod and fishing level does have an effect. Have you heard of the out of bounds glitch? (idk if it was patched) It's a great example that if you get in a good area you get brilliant fish!) Anyway, happy fishing!
