That is exactly what it does. It prevents the witch random events. So if you don't want your slimes turning black or getting random void eggs, you can place them in your Slime Hatch and Coop to prevent getting them.
I have caught every single fish in the game and I have no idea what you're talking about. I've never seen any "gold bar on the left".
There are only two bars. On the left, there's the green fishing bar that you can give upward momentum to. On the right, there's the reeling progress meter that causes you to either catch the fish (if it's filled all the way up) or lose the fish (if it empties all the way down), and this one changes color depending on how filled the meter is.
The bar on the right is simply your progress meter. If it gets filled, you catch the fish. If it runs out, you lose the fish. Technically you don't even have to look at it. It may in fact distract you.
You control the green bar, just focus on keeping it on the fish. As long as the fish is inside the green bar, the meter goes up. It's only if you can't keep the fish inside the green bar that the meter goes down.
