Stuck on heart 9

I am trying to marry Elliot and despite that I am in a relationship as well as give him his favorite things I have been stuck on heart 9 for weeks. Any advice?

That's highly unusual.

Going from 9 hearts to 10 hearts should be very quick. Three "loved" gifts in quick succession would do it, and that would only take a week and a day.

Maybe you've only been giving him things that he likes instead of things that he loves? Try giving him a few more Bouquets, you can spam those and they do give some Friendship. Maybe it'll get you the rest of the way to 10.

Did you give him a bouquet? There's a glitch of sorts where if you give them a loved present on their birthday, you can get them to 9 or 10 hearts; but normally, they won't go past 8 hearts unless you give them a bouquet.
